ElevenLabs Voice Changer Pricing (2026): Minutes per Plan, Cost per Minute, WAV, Commercial Use and How to Use It

Every price, limit and right below comes from ElevenLabs’ own pricing pages, Terms of Service and docs, checked on October 22, 2026. Prices are in US dollars and exclude taxes.

Short answer: ElevenLabs Voice Changer (formerly Speech to Speech) re-voices a recording you upload or record, keeping your timing, emotion and accent. It is billed purely by duration: 1,000 credits per minute of audio. That gives 10 minutes a month on Free, 30 on Starter (US$6), 121 on Creator (US$22) and 600 on Pro (US$99), with a hard limit of 5 minutes per conversion on every plan. Free is not for commercial use and cannot convert into your own cloned voice; WAV output in the compare table starts at Pro.

What one minute really costs

The pricing page explains the minutes with one rule: “One minute costs 1,000 credits.” The product guide puts it as “solely duration-based at 1000 characters per minute”, so the words spoken, the voice you pick and the settings do not change the price; only the length of the audio does. Each plan’s monthly credits divided by 1,000 give exactly the table’s minutes (30,000 / 1,000 = 30 on Starter; our arithmetic).

  • Price per included minute (our arithmetic): Starter US$6 / 30 = US$0.20, Creator US$22 / 121 ≈ US$0.18 (about US$0.09 in the half-price first month), Pro US$99 / 600 ≈ US$0.165. On yearly billing Starter drops to about US$0.167 a minute.
  • Full-length clips: one 5-minute conversion is 5,000 credits, so Free covers two of them a month and Starter six (our arithmetic).
  • Credits are shared: the same pool pays for Text to Speech, music, dubbing and the rest. Every minute of Voice Changer is 1,000 credits you cannot spend elsewhere.
  • Recording is free: the guide says “you will not be charged this quota for recording anything – only when you press “Generate””. Trim silence before you generate, because it is billed like speech.

Where ElevenLabs’ own numbers disagree (as of October 22, 2026):

  • Languages: the compare table, the docs and the Voice Changer FAQ all say 29 languages, but the same Voice Changer page also says “Speak in 70+ languages” and the API pricing page lists “70+ languages supported”. Plan on the 29 listed in the docs.
  • Voices: the compare table and API page say 17,000+ voices; the Voice Changer page says “10,000+ available voices”.
  • App minutes vs API minutes: the API pricing page prices Voice Changer at US$0.12 a minute and lists 8.3 / 50 / 183 / 825 / 2,492 / 8,250 included minutes for Free through Business, which is the plan price divided by US$0.12 (our arithmetic). The app table shows 10 / 30 / 121 / 600 / 1,800 / 6,000. ElevenLabs says “API usage is billed in US dollars, not credits”, but does not explain how the two allowances relate on one subscription.
  • Extra minutes: the table prices an extra minute at ~US$0.36 on Free and ~US$0.20 on Starter, while the plan cards list “Additional Credits” as a Creator feature. ElevenLabs does not explain how Free or Starter users would buy extra minutes.
  • WAV: the compare table marks WAV / PCM 44.1 kHz only from Pro (the API reference agrees, and Creator unlocks 192 kbps MP3), yet the help center says you can download any file from your history “as either an MP3 or WAV file” without naming a plan.
  • Input formats: the help center lists MP3, M4A, FLAC, OGA, OGG and WAV plus MKV, WEBM, MP4 and MOV video; the Voice Changer page FAQ says “MP3, WAV, and AAC”.
  • Rounding: no page says whether a 61-second clip is billed as 1,017 credits or as two minutes. Check the cost shown in the bottom-left corner before you press Generate.

Can you use Voice Changer audio commercially?

Only on a paid plan. The compare table shows no commercial use on Free and a tick from Starter up, and the Terms of Service say Free Users “may only use the Services for non-commercial purposes” while Paid Users “may use the Services for commercial purposes”. The Terms add that non-commercial users must sign up with a personal e-mail address.

  • YouTube voiceovers, ads, game characters, podcasts: Starter (US$6) is the minimum, and it is also the first plan that can convert into your own cloned voice (Instant Voice Cloning).
  • Your voice as a Professional Voice Clone: needs Creator (1 slot) or higher.
  • Someone else’s voice: you still have to follow ElevenLabs’ Prohibited Use Policy on every plan. Clone only voices you have the right to use.

How to use ElevenLabs Voice Changer

ElevenLabs Voice Changer screen: upload or record audio on the left, voice, model, stability, similarity, style exaggeration and Remove Background Noise on the right
The Voice Changer screen: upload or record on the left, voice and settings on the right. Image: ElevenLabs docs (Voice changer product guide).
  1. Open Voice Changer in the ElevenLabs app sidebar.
  2. Upload a file (click the audio box or drag and drop) or press Record Audio and then the microphone button. Files must be under 50 MB and no longer than 5 minutes; split longer material into parts, and convert large files to MP3.
  3. Pick the output voice: one from the Voice Library, or (Starter and up) your own cloned or designed voice.
  4. Choose the model. ElevenLabs says eleven_multilingual_sts_v2 “often outperforms” the English-only model even for English.
  5. Adjust stability, similarity and style if needed, and turn on Remove Background Noise for recordings made outside a studio.
  6. Check the cost in the bottom-left corner, press Generate, then download. Older results are in the History tab on the right (MP3 or WAV; Advanced has more options).

Tips from ElevenLabs’ guide: the output keeps the accent and cadence of your recording, not of the voice you chose. If you pick a British voice like “George” but record with an American accent, “the result will be George’s voice with an American accent”. Perform the emotion you want (whispers, laughs, sighs carry over) and watch your microphone gain: “A quiet recording may hinder AI recognition, while a loud one could cause audio clipping.” Voice Changer also works across genders, according to its FAQ.

For developers: the Voice Changer API

The endpoint is POST https://api.elevenlabs.io/v1/speech-to-speech/{voice_id} with the source audio as multipart form data, plus optional model_id (the docs example uses eleven_multilingual_sts_v2), voice_settings, seed and remove_background_noise. The default output is mp3_44100_128; 192 kbps MP3 needs Creator or higher and WAV or PCM at 44.1 kHz needs Pro or higher. Any cloned or designed voice in your library works as the target. ElevenLabs also publishes a coding-assistant skill: npx skills add elevenlabs/skills --skill voice-changer.
